Atilan suspend

Merhaba iyi gunler şöyle bir sorum olacaktı örnek birine suspend attım sonra tekrar actım suspend attığım kişinin whois su kişi 1 defa ceza almıstır seklinde bir sey yapa bilirmiyiz?
